I remember boggling at the Simon/River shippers in Firefly but clearly, they have gotten their revenge, because I find myself madly shipping Oliver with his sister in Arrow, a CW show I watch to ogle the ridiculously hot leading man with his major trauma, sexy bod and rectangular face meditation on profundties of life.
I mean! There are stares and comments about how he needs to let someone in, and her hanging out at his grave when he was presumed dead, and saying she was in hell when he was 'dead' and also scenes like this:

It doesn't help that the actors who play the siblings have about 100x more chemistry than the leading man has with his supposed love interest - I've never seen such utter absence of any recognizable chemistry as I do there (plus, the love interest drives me nuts. She reminds me of Katie Holmes as Rachel in the first Batman movie, and no, that isn't a compliment).
I say go for it, Oliver! You are totally fucked up anyway, plus you have a kdrama mother (who seems to have plotted his death?!), so might as well go kdrama all the way and make out with your sibling.
